Best thing is to bring neighbors together on the issue and raise voice. First thing could be talk the dog owner and let him know the level of annoyance the dog is causing to you.

I had a neighbor like this. Their dog pooped on a sidewalk leading to my house and they never picked it up. I wanted to put it in their mailbox. But I never did and put up with it for years.

So put a note on their door or in their mail box or make a sign about the behavior in the lobby. Anonymously.

maybe talk to the dog's owner first about the problem and discuss what ways can be done. Just talk it over.
